The employer is proposing as follows:
- That some of the terms and conditions for staff within UoGPSL be improved (specifically: annual leave to be increased from 30 to 32 days, relocation allowance to be re-instated, three-year pay protection in the event of redundancy to be re-instated);
- That UNISON be formally recognised within UoGPSL
In return, the University has stated that it expects UNISON to “accept the creation of UoGPSL, the employment of staff through UoGPSL, and the introduction of the new pension scheme, and will cease all activity designed to contest any of those elements or to encourage the staff of UoGPSL to contest any of those elements”.
We now need to know if you wish to ACCEPT or REJECT this offer from the employer. (The ballot options are at the bottom of this page)
If you wish to reject the offer, please note that you would need to be prepared to take part in sustained Industrial Action in due course, as a means of forcing the employer to discontinue employing staff through UoGPSL
Please be advised that UNISON’s Committee at the University is recommending that members reject the offer. The reasons for this are as follows:
- Employment of staff through UoGPSL is fragmenting the workforce and entrenching inequality (in particular, women and younger staff stand to be disproportionately impacted over time);
- At some point in the future, it is considered highly likely that the University will seek to compulsorily transfer directly employed staff over to the subco, with resultant loss of defined benefit pension scheme (LGPS);
- UoGPSL creates an organisational problem for UNISON, which now has to operate across two administrative units – this will make representation and organising much more complicated and burdensome moving forward (for example, two separately administered ballots will be required for any workplace dispute);
- The Recognition Agreement that the University wishes to implement is much weaker than the existing agreement (see attached), with the vast bulk of policies and procedures now subject only to consultation with unions (as distinct from negotiation, whereby the University is required to secure agreement from unions).
