What’s happening?
The BANES, Swindon & Wiltshire Integrated Care Board (ICB) has handed a £1.4bn contract for community health services to HCRG, a private, for-profit company owned by billionaire investors Twenty20 Capital. More than 2,000 health workers will be transferred on 1 April.
Why it’s a problem
- The ICB has not met it’s legal obligations, failing to do a full business case, impact assessment, or proper consultation.
- HCRG admits the transfer is happening faster than usual, with many unanswered questions about how services will function.
- While TUPE offers some protection, HCRG can cut costs by changing terms after transfer.
- HCRG is on course to end union recognition, meaning they could impose changes without negotiation.
